How to get a driver's license in Colorado
This page explains, step by step, how to get a Colorado driver license for a regular car and which documents to bring. It is based on the website of the Colorado Division of Motor Vehicles (DMV) and on the Colorado Driver Handbook (DR 2337, January 2025 edition). It describes the rules in effect on October 5, 2026. Driver education rules for people under 21 change on January 1, 2027, and the section “If you are under 18” says what changes. Requirements change, so check the Colorado DMV website before you go. This site is independent and is not the Colorado DMV.

How it works
Who does what
The Colorado Division of Motor Vehicles (DMV) handles driver licenses, permits, ID cards, written tests, replacements and name or address changes at its state driver license offices. Vehicle title and registration are handled at the county office. Fourteen counties also offer driver license services.

Age to drive
Anyone who drives on Colorado public streets and highways must be 16 or older and have a valid driver license. An instruction permit comes first and can be had earlier (see the section “If you are under 18”).
A permit comes first
A permit comes first for anyone who has never had a license, or whose license has been expired or canceled for more than 12 months, whatever their age. A permit holder must hold it for a full 12 months or until the 18th birthday, whichever comes first, before applying for a license. An instruction permit is valid for three years or until the 21st birthday, whichever comes first.

The steps in short
The main steps are:
- Study the Driver Handbook and the practice quiz, then pre-register online.
- Pass the written test, online (@Home) or in the office.
- Go to a driver license office to have the permit issued.
- Practice with a licensed driver. People under 18 log at least 50 hours, 10 of them at night. Adults have no minimum time to hold the permit.
- Pass the driving skills test, which is given mainly by approved third-party driving schools and testing locations. The DMV does not book these tests.
- Upgrade the permit to a license, online if nothing about your name or address has changed, or at an office.
A printable chart
The DMV publishes a chart of the permit and license requirements by age, revised in November 2025. A link is in the list at the end of this guide.

Driver education before the permit (rules in effect now)
These are the rules in effect on the date this guide was checked. The DMV’s page on the January 1, 2027 changes (HB24-1021) also says a driver education class is valid for 6 months from the date you complete it.
- Ages 15 to 15 years 6 months: a 30-hour driver education course is required before the permit.
- Ages 15 years 6 months to 16: either a 4-hour driver awareness program or a 30-hour driver education course.
- Ages 16 and 17: no driver education course is required before the permit.
Study and pre-register
Study the Driver Handbook and the practice quiz, then pre-register online. Pre-registration is for first-time Colorado applicants. The confirmation does not replace the appointment, so you still must book one.
Pass the written test
The written test can be taken online (@Home test) or in the office. After you pass online, bring the confirmation, on paper or on a phone, to the DMV. See the section “The tests”.
Bring a signer
Every applicant under 18 needs a parent, guardian or responsible adult who is 21 or older and has a valid Colorado driver license (or an active military ID plus a valid out-of-state license). That person signs the DR 2460 Affidavit of Liability in person or before a notary. The signer must be willing to assume financial responsibility for any accident the minor causes.
- The signer can withdraw the signature with form DR 2464 at a driver license office.
- If the parent or guardian has no valid Colorado license, they may name an Alternate Permit Supervisor on the affidavit.
- If the minor has no government-issued ID, passport or military ID, a parent or legal guardian signs an Affidavit of Identity at the appointment. A school ID alone is not enough.
- Minors in foster care are exempt from the affidavit requirement if certain conditions are met.
Get the permit
After the test, an appointment at a driver license office finalizes the permit. Everyone who gets a permit or license in person must pass a basic eye exam given by a Driver License Technician. Colorado law requires fingerprints for all applications, and a new photograph is taken at every in-office issuance.
Drive with a licensed adult
While you drive with a permit, a licensed driver who is 21 or older must sit in the front passenger seat. That driver must hold a valid Colorado license (or a military ID plus a valid out-of-state license).
Source: [2]
Log your driving
A permit holder must log at least 50 hours of supervised driving, 10 of them at night. Log the hours on the Drive Time Log Sheet (DR 2324, printed) or in the RoadReady mobile app. Minors must hold the permit for a full 12 months or until the 18th birthday, whichever comes first. A permit holder who turns 18 before holding the permit for a year does not need a driving log.
Training with a driving school
Permit holders under 16 years 6 months must complete 6 hours of behind-the-wheel training with an approved third-party driving school. At 16 years 6 months or older, the 6 hours are waived. Applicants who live far from an approved full-time driving school may replace the 6 hours with 12 hours of driving with a supervisor. These 12 hours are in addition to the standard 50 hours, for 62 logged hours in total. See the DMV Permits page for the distance that applies.
Pass the driving skills test
The driving skills test requires you to be at least 16. It is given mainly by approved third-party testing schools, and the DMV does not book these appointments. See the section “The tests”.
Get your minor license
You can get a minor license at 16 or older once all requirements are complete. A permit can be upgraded online if there is no change to your name or address and no behind-the-wheel exemption is requested. The online upgrade needs an uploaded signed driving log of at least 50 hours, 10 at night. In person, bring a printed log signed by a parent, guardian or responsible adult who is 21 or older, showing the grand totals of driving and night driving. Under 21, a parent’s proof of address can serve as yours if the parent is present and named on the document.

Changes from January 1, 2027
Colorado law HB24-1021 changes driver education from January 1, 2027. The new rules apply to minors who receive their permit after that date, not to those who already hold one. This guide describes the rules in effect now, so check the DMV page about HB24-1021 after that date.
- Ages 15 through 17 must complete a 30-hour driver education course before an instruction permit. Ages 15 years 6 months to 16 can no longer choose the 4-hour program, and ages 16 and 17 must take the course.
- Ages 18 through 20 can choose between a 30-hour course and a 4-hour driver awareness program (in person) before an instruction permit.
- Anyone under 21 must complete a motorcycle safety training program approved by the Colorado State Patrol before a motorcycle instruction permit.
- New residents who apply for a Colorado permit on or after January 1, 2027 must meet the new Colorado requirements.

Rules for young drivers
Night driving in the first year
In the first year of a minor license, driving is not allowed between midnight and 5 a.m., with some exceptions, for example driving to or from school or work with a signed statement. The DMV Permits page and the Driver Handbook list the exceptions, so read them before you drive at night.
Passengers
In the first six months of a minor license, passengers under 21 are limited. Read the exact rule on the DMV Permits page and in the Driver Handbook before you carry passengers.
Phone use
Texting or talking on a cell phone while driving is against the law for drivers under 18, except to place an emergency call to the police.
Source: [2]
Seat belts
The driver and all passengers must wear seat belts at all times.
Source: [2]
Alcohol
Even a trace of alcohol is punishable by law for drivers under the legal age.
Source: [2]
How long the minor license lasts
A minor license expires 20 days after the 21st birthday and must be renewed or converted to an adult license by then.

No minimum time to hold the permit
There is no minimum time to hold an adult permit. Adults can take the driving test immediately after receiving the permit. For ages 18 to 21 there is also no required time to hold a permit.
No affidavit
An Affidavit of Liability is only required for minors.

Moving to Colorado
Who is a resident
A person is a Colorado resident if they own or operate a business in Colorado, are employed in Colorado, or live in Colorado for 90 consecutive days.
Source: [12]
Deadlines
After you establish residency, transfer your driver license within 30 days and register your vehicle within 90 days.
Source: [12]
A valid license from another state
New residents with a valid license from another state must make an appointment. Pre-registering online is recommended.
- Bring your previous state’s license, valid or expired less than one year, or a motor vehicle report dated within 30 days that shows such a license.
- The out-of-state license is voided (hole-punched).
- Bring the Colorado identification documents even if your out-of-state license is REAL ID.
- You may be required to take applicable tests. If your previous license has been expired for more than one year, you must take the written permit test and other applicable testing.
- Under 18, a DR 2460 Affidavit of Liability and Guardianship signed by the parent or legal guardian before a license employee or notary is also required.
A minor with an out-of-state permit
A minor with an out-of-state permit must apply for a Colorado permit within 30 days of moving and visit a DMV office to get it.
- Bring the out-of-state permit, valid or expired less than a year, or a motor vehicle report dated within 30 days that shows such a permit.
- The time you held the out-of-state permit counts toward the Colorado license requirements, but Colorado education and testing requirements by age still apply.
- Driving hours logged in a previous state can be applied to the 50-hour requirement.
Source: [2]
Military and students
Active-duty military members with a valid out-of-state driver license are not required to get a Colorado license. Students are exempt if they are temporarily in Colorado for education, hold a valid home-state license and are treated as non-residents for tuition.
A license from another country
Colorado has reciprocity for licenses from Canada, France, Germany, the Republic of South Korea, Taiwan and Japan. A U.S. citizen or permanent resident with a valid license from one of these countries does not need a permit or the written and driving skills tests, but still needs an appointment.
- Reciprocity does not cover applicants who only have an out-of-country permit.
- Japanese applicants must be Japanese nationals and present a Verification Certificate of Driver License from the Consul General of Japan in Denver, issued within 3 months before the appointment.
- Taiwan applicants bring an official statement from the Taipei Economic and Cultural Office in Denver confirming the license is valid, with a translation.
- Motorcycle and commercial endorsements from other countries do not transfer. They must be applied for and tested separately.
- After more than a year without a U.S. driver license, a person from abroad should expect a written test, a permit, a driving test and a new license.
Documents to bring
Originals only
Documents must be originals or certified copies. Copies, photos and laminated documents are not accepted, and neither are abbreviated, miniature, hospital or California abstract birth certificates. A certified copy needs an official court, county, city or state seal or stamp, and a notary public cannot certify one.
Documents not in English
A document not in English needs a complete certified translation with a specific affirmation and the translator’s unexpired license or ID number, presented with the original. The applicant pays for the translation.
Source: [6]
Identity and lawful presence
One document from a first list, for example an unexpired U.S. passport or passport card, can prove identity and lawful presence alone. The alternative is one document from List A plus one from List B. List B includes a parent or legal guardian with an identity document and proof of guardianship, for applicants under 21.
Source: [6]
Name changes
If your current name differs from the name on your identity document, bring a linking document for each name change, such as a marriage certificate, a divorce decree or a court order for a name change.
Source: [6]
Social Security number
The Social Security number can be given verbally at the appointment, with no document. It is not required for standard licenses.
Proof of your Colorado address
Bring documents that prove your current physical Colorado address. Electronic versions on a phone are acceptable. They must show your full name and a physical Colorado address (no P.O. boxes) and be dated within the last year. Under 21, an adult’s proof of address can be used if the adult is present and named on it.
- Accepted documents include a bank statement, pay stub, phone or utility bill, mortgage, lease or rental contract, vehicle registration or title, insurance policy, first-class government mail and a USPS Change of Address form.
- Junk or bulk mail, handwritten documents or receipts, P.O. Box-only documents and envelopes with labels or handwritten corrections are not accepted.
Source: [6]
If you move from another state
Bring the previous state’s license, valid or expired less than a year. A lost license can be replaced by a motor vehicle report dated within 30 days plus another ID.
Source: [6]
Pre-register and exceptions
All first-time applicants should pre-register online. A U.S. citizen with proof of lawful presence who cannot provide an identity document may use Exceptions Processing for complex situations.
Source: [6]
Standard credentials
Applicants who are not lawfully present, and temporarily lawfully present applicants, are issued a standard credential. Colorado’s Road and Community Safety Act applies to these applicants.
- Undocumented applicants prove identity with an unexpired passport, consular card or military ID from their home country (expired less than 10 years is accepted). They also need a signed residency affidavit.
- Temporarily lawfully present applicants prove lawful presence with a valid work authorization card, a temporary resident stamp, or an I-94 with a valid passport.
- A standard credential has a black banner reading “Not Valid For Federal Identification, Voting or Public Benefit Purposes.” It is not REAL ID compliant and cannot be used for federal purposes such as boarding commercial airplanes.
- A standard credential is valid for 3 years from issuance (a minor license: 3 years or 20 days after the 21st birthday, whichever comes first).
One credential only
A resident may hold a Colorado driver license or permit, or an ID card, but not both.
Source: [6]
REAL ID
What REAL ID is
Colorado is a REAL ID compliant state. A REAL ID credential has a star on the front: a black star (new design as of 2020) or a gold star (before 2020).
Who can get it
U.S. citizens, permanently lawfully present persons, citizens of Freely Associated States and CDL applicants can get a REAL ID. Undocumented and temporarily lawfully present residents are not eligible and get standard credentials instead.
Source: [7]
What to bring
All REAL ID applicants provide proof of identity, lawful presence and Colorado residency, plus the Social Security number, which is verified with the Social Security Administration. This is required even when you transfer a REAL ID from another state.
Flying
Since May 7, 2025, adult travelers over 18 must show a REAL ID compliant license or ID, or an acceptable alternative, at TSA checkpoints. A temporary paper license is not an acceptable ID for TSA.

Standard credentials
Standard credentials cannot be upgraded to REAL ID.

At the office and online
Appointments
An appointment is required to visit a state driver license office, and the state primarily operates on an appointment-only basis. The state does not book county appointments on its site.
Source: [14]
What the DMV does not book
Driver education schools, driving skills tests and motorcycle skills tests are with third parties. You book them directly with the school or testing location, not on the DMV site.
Source: [14]
Pre-registration
Pre-registration is for first-time Colorado driver license, permit or ID applicants. Bring the PDF confirmation, on paper or on a phone. The technician scans its barcode to fill in the online information.
Source: [10]
Arriving and canceling
Arrive shortly before the appointment. You can check in online or at a kiosk no earlier than 15 minutes before it. To cancel, you need the appointment number and the phone number used for the appointment.
The most common problem
The most common reason applicants leave without a credential is not bringing acceptable documents for identity, Colorado residence, Social Security number (for REAL ID) and name differences.
Source: [14]
At the counter
The visit includes these steps:
- A basic eye exam by a Driver License Technician. If you fail it, you get form DR 2402 for an optometrist to complete, and you bring it back to the rescheduled appointment.
- A new photograph, taken at every in-office issuance whatever the age of your current photo. Eyeglasses must be removed (eye patches need not be).
- Fingerprints, which Colorado law requires for all applications.
- A question about becoming an organ, eye or tissue donor.
- Written tests are not given within 30 minutes of an office’s scheduled closing time.
Language help and accommodations
Many offices have language translation devices. You may also bring a friend or family member. An interpreter during a test must show an unexpired driver license or ID. Request an ASL interpreter in advance with the DMV online form. Other ADA accommodations are requested through an online form after you make an appointment, allowing 7 business days.
Online services
Online services include pre-registering for first-time applicants.

The tests
The written knowledge test
The knowledge test covers the Driver Handbook: road signs, driving under the influence, driving rules, safety rules and legal items. After you pass a written test, you are eligible for an instruction permit. The DMV pages we read do not give the number of questions or the passing score for the office test. Check the DMV website for the latest details.
Source: [1]
Where to take it
You can take a knowledge test online with @Home Driving Knowledge Tests, in an office or at a driving school. The DMV page says appointments are required and can be made at myDMV.Colorado.gov.
Study and practice
Review the Colorado Driver Handbook and use the Driver Handbook Practice Quiz. The Driver Education page offers the Driver Handbook in English and Spanish, the Commercial Driver License Manual, the Motorcycle Operator’s Handbook, the Parent’s Supervised Driving Guide and the practice quiz. Practice quizzes are also available through the myColorado app.
Languages
The office written permit test is offered in English and Spanish and, the DMV says, in no other language at this time. The @Home test is also in English and Spanish, and it can be read aloud in English or Spanish if speakers are connected.
Help during the test
The DMV lists these accommodations for the knowledge test: reading aloud by the testing station (bring plug-in headphones), verbal translation to another spoken language (you provide the translator), sign-language translation (the DMV provides it), other ADA accommodations, or the at-home test.
Source: [2]
The @Home test
The @Home test is for any Colorado resident who needs to take a Driving Knowledge Test. You complete pre-registration at myDMV.Colorado.gov first, unless you already have a Customer Identification Number.
- It works on desktop and laptop computers with a webcam.
- You have 60 minutes to complete the test.
- You can take it as many times as needed, but only twice in one day.
- Test takers younger than 19 need an adult older than 19 as a proxy for the test, and the results are also emailed to the proxy.
- Photos are taken before the test begins and at random during it.
- After you pass, you need an appointment at a state driver license office to be issued the permit. You can book it any time after passing.
Source: [3]
If you fail the written test
The @Home test can be taken as many times as needed, but only twice in one day. If you failed the written permit test before passing, you pay an additional state fee for each retest.
Fees
Fees are set by the legislature or in rule. See the DMV fees page linked below for current amounts.
Source: [22]
The vision test
Everyone getting a permit or license in person must pass a basic eye exam given by a Driver License Technician. If you fail it, you get form DR 2402 for an optometrist to complete. Bring it back on the rescheduled appointment.
Source: [10]
The driving skills test
State driver license offices do not conduct driving skills tests. Drive tests are primarily given by approved third-party driving schools, and private certified schools provide the required driver education, behind-the-wheel training and the skills test. The Driver Handbook says some county-operated offices offer drive tests, and the DMV office list shows a drive skills test for a regular vehicle at the Holyoke, Wray and Yuma county offices. Book directly with the school or testing location.
- You must be at least 16.
- Only the driver and the examiner are in the vehicle. Interpreters, family, friends and pets are not allowed.
- The school may provide a vehicle or require you to bring one with current insurance and registration. The examiner checks the vehicle for safety.
- Your score is based on turns, stopping at intersections, driving through intersections, lane changes in traffic, general driving behavior and merging.
- If you fail, you must wait until the next business day before retaking it. A failed driving test means an additional state fee for each retest.
After you pass
Your temporary paper credential
A temporary paper permit, license or ID is issued at the in-person appointment and is valid immediately. The physical card is mailed afterward. After you upgrade in person, carry the paper temporary license together with your previous permit until the new card arrives. After an online upgrade, the receipt plus your expired or prior physical permit serve as the temporary license.
If your card does not arrive
You can check the delivery status online, by email to the Returned Credential Office, by phone, or at the issuing office without an appointment. The DMV Replace page has the details.
Source: [2]
Add an identifier
A veteran indicator and a military identifier can be added to a driver license or ID card if eligibility requirements are met. Residents who might not be able to communicate effectively with first responders because of a cognitive, neurological, mental health or sensory need, chronic illness, chronic pain or a physical disability can choose to add a disability symbol identifier.
Keeping your license
Renewing
An adult license, permit or ID can be renewed any time before it expires. A Colorado driver license can be renewed if it has been expired less than one year. A minor license must be renewed to an adult license on or after the 21st birthday.
Source: [16]
Renew online or by mail
Mail renewal follows the same eligibility as online renewal. Allow 4 weeks. The most common online renewal requirements are:
- You are 21 or older.
- Your license has not been expired for more than a year.
- There are no restriction actions, no name or vision change and no special medical restrictions.
- There is no DUI in the last 5 years.
- You have no valid ID card on file (if renewing a license, and vice versa) and no requirement for written testing due to a point suspension.
Source: [16]
When you must go to an office
Office renewal is required in cases such as a license that has expired for a year or more, a name change, a vision change, a legal status change, a suspended license, a DUI in the last 5 years, being under 21, or being temporarily lawfully present. A license or ID card expired more than one year cannot be renewed online or by mail. For a driver license, you must make an appointment at a driver license office and retest.
Age 80 and older
Age 80 and older may renew online but must upload form DR 2498 signed by an optometrist or ophthalmologist for an eye exam within the preceding 6 months.
Source: [16]
Changing your address or name
An address change can be made online with a myDMV account without a new card. The Driver Handbook says you have 30 days to notify the DMV of a name or address change.
State ID card
A Colorado resident may hold a driver license or permit, or an ID card, but not both. A first ID needs an appointment. For a minor ID, a legal guardian accompanies the minor to the driver license office.
- The same identification document requirements apply to ID cards as to licenses and permits.
- An adult ID card can be renewed any time before it expires, and an ID card can be renewed if it has been expired less than 10 years.
- Under 21, an ID must be renewed or replaced in an office.
- A driver license can be downgraded to an ID online through myDMV or in person. Temporarily lawfully present license holders cannot downgrade online.
Military service
Colorado residents on active duty are eligible for an automatic three-year extension. Spouses and dependents are not currently eligible; the DMV says they will be eligible from January 1, 2027.
